论成都市农业保险发展的模式选择
——基于成都市4区（市）县9乡镇的实地调研
内容提要：在党中央、国务院的高度重视下，连续四年中央“涉农”一号文件和《国务院关于保险业发展改革若干意见》等的指引下，我国农业保险的发展经过数年的滑坡，近两年终于有了一定起色，但农业保险供给水平依然有限，仍远低于农村经济的发展程度。本文以成都市郊县乡镇农户的调查问卷的统计结果为基础，结合成都市经济社会发展概况，分析了成都市农业保险发展面临的问题，及其机遇与挑战，对构建因地制宜的农业保险发展模式进行了深入探索，同时对成都市农业保险发展模式提出了若干政策建议，同时指出了开展农业保险试点中应注意的相关问题。

A Discussion on Choosing the Development Pattern of Chengdu City’s Agricultural Insurance: the Field Research Based upon 9 Villages(Town) in 4 Districts(Sub-city &County) of Chengdu City
Abstract: Through a few years’ stagnation, agricultural insurance in China is finally getting better recently due to the guidance by most important policies and documents from the CPC Central Committee and the State Council. However, the existing supply mechanism largely results in supply insufficiency, which is far from consistent with the development of current agricultural economy. Based on the statistical result of questionnaires by farmers in the suburbs of Chengdu City, the article analyses the problem, opportunity and challenge which the development of the city is facing, with the combination of current economy and society. In the same time, with the deep research into constructing the proper development pattern of agricultural insurance, the article offers lots of corresponding policy suggestions and pinpoints some relevant issues requiring paying close attention to in the experimental reform of agricultural insurance.
